As soon as you get through talking to Ranni—who you may meet after defeating the Royal Knight Loretta boss fight—Selevis is introduced. Talk to a ghostly Seluvis in Ranni's tower after starting her questline by chatting with Ranni. After that, you may encounter him in the real world at Seluvis's Rise, which is located in the vicinity of Three Sisters to the southeast.
